Rows layout
The Rows layout web part provides a row layout for content. Each row defines a separate web part zone, so any type of content may be added into it.

Rows layout
This layout provides row based DIV (CSS) layout. Each row is a div containing web part zone.
Second row
Each row in this layout may have different width so you can make it look like stairs or charts.
